Ensure your SD card is 32 GB or less. Raspberry 3B+ is listed as only using a Max of 32GB.
Go to https://www.raspberrypi.org/downloads/raspbian/ and download a fresh copy of Raspian Strectch.
Burn the image to your card with your favourite software. Etcher in my case on a MAC.
Fit your sd card in the Raspberry and boot.
Your Raspberry will boot from a battery pack / power supply if its is rated as more than 2AMP.
A Raspberry poer supply of 2.5 AMP is advised on every site . but i still have a standard suppy and a battery pack with a 3.5Inch screen and have not had issues.

Ubuntu Mate 16 or 18, server images would not boot on my new Raspberry. I had the rainbow screen with no activitiy.
I tried swapping card from the 3B+ to the 3B and visa versa. Nothing worked on my new 3B+.
I did start to think there was something wrong with it.
I did start to beleive i need a new Original 2.5 AMP raspberry power supply.
I finally put the 32 GB card with Ubuntu Mate 16 from my 3B into my 3B+ and it worked immediatley. I was stunned.
One major problem, it did not have Wifi in this configuration and i tried but didnt want to play too much. You can find plenty of other people with Wifi Issues on New 3B+ devices. Maybe they managed to get past the booting issue as well but ended up with the wifi issue.
I then downloaded Stretch from the link provided , burnt it and all is well.
I changed the backdrop theme immediately, Raspian looks too kinder style from me..
